The Housing Authority of the City of Pawtucket provides public (project based) housing and Section 8 Voucher Programs to over 1900 public housing residents and Section 8 participants. The Authority also provides Resident Services Programs for all residents within our developments.
Under the Resident Services Programs, the Authority works hard to address its mission to education, enhance and empower the residents residing within our community. Some of the programs offered by the Authority are the award winning National Housing and Redevelopment Officials Music School Program, which provides music education to youth at the developments. In order to decrease crime in our community we offer Domestic Violence Programs and Substance Abuse Prevention and Education to our residents in our Family Developments. The Authority also offers Financial Management course to all residents to educate them and provide them knowledge to further empower them within the community.
Under the PHA’s Section 8 Program the Authority provides housing assistance payments to landlords, on a monthly basis, for approximately 700 families consisting of over 1600 persons who reside in private tenant based rental hosing who resides primarily in the City of Pawtucket.
Under the PHA’s Public Housing Program, it owns and manages approximately 1100 units through out the City of Pawtucket.
Our Staff is comprised of 43 full-time people, consisting of 18 maintenance and 25 administrative positions that serve the above programs as well as our resident services programs that support all residents and participants.
The Authority’s total operating budget is approximately $7.5 million. The total low rent operating budget is $6.7 million and included in this is $1.3 million for it Maintenance Department. The Section budget is approximately $4.5 million. The authority also received funding under the Capital Fund Program. This budget is $1.5 million. The Capital Fund Program provides funding, annually, for its financing and modernization of the Authority’s public housing developments and for management improvements.

The Housing Authority of the City of Pawtucket has been designated as a “HIGH PERFORMER” by the U.S. Department of Housing and Urban Development for its Public Housing and Section 8 Housing Choice Voucher Program.
The “HIGH PERFORMER” designation is the highest honor HUD can give to a Public Housing Authority.
The Public Housing Assessment System measures Public Housing Authorities in terms of the physical condition of its properties, its financial condition, management operations and resident satisfaction. The Section Eight Management Assessment Program (SEMAP) measures the performance of public housing agencies in 14 different areas, including proper selection of applicants from the waiting list; sound determination of reasonable rents; accurate verification of family income and timely annual housing quality inspections.
The Authority received a Public Housing Assessment System (PHAS) score of 91. The “high performer” designation is the highest honor HUD can give to a Public Housing Authority.
