Frequently Asked Questions


1. What is an "Annual Recertification"?

Every household must have an "Annual Recertification". About 180 days prior to the Annual Recertification date, the PHA will begin the Annual process. An Annual Recert Packet will be mailed to you for completion and must be returned with all the required documentation. Additionally, an inspection will be scheduled. Failure to provide the requested Annual documentation and to be present for the inspection, is grounds for termination.


2. Do I have to report a change in income?

All changes must be reported to the PHA in written within 10 days of the change. If a change is not reported, you may jeopordize your assistance or may need to enter into a repayment agreement.


3. How do I add someone to my lease agreement?

You MUST first request permission from your landlord to add a member to your household. You must submit a letter from the landlord agreeing to allow a member to move into your household. The person that you add to your household will need to provide a social security card, birth certificate, declaration of citizenship, and proof of income. If the person is 18 years of age or older, the PHA will need to perform a criminal background check. The PHA must determine this person is elgible to live in the assisted unit and cannot move in until approval is received.


4. What are Housing Quality Standards (HQS)?

HQS is a national standard established by HUD to ensure that units leased under the Section 8 Housing Program are safe, decent, and sanitary. The apartment must pass an inspection before your rental subsidy can begin. The apartment is then inspected annually after you move in.


5. What does a Housing Quality Standard inspection consist of?

The HQS inspection consists of inspecting each room in the apartment, the basement and the outside of the building to ensure it meets the standards set by HUD. You can find the requirements for a HQS inspection located under the Owners/Landlords section of this web-site.


6. What if I want to move at the end of my lease?

If you would like to move at the end of your lease, you must give your landlord a proper 30 day notice to vacate. A copy must be provided to the PHA. The PHA will verify you are in good standing and have met all your tenant obligations. This would include you are up to date with your tenant rent and do not have any non compliance issues. If you are in good standing, your assigned Program Representative will issue you a new voucher and provide you with a move packet.


7. What is Portability?

Portability is the process through which a family can transfer their voucher from Pawtucket to another jurisdiction. Generally, a family must live in Pawtucket for a year before porting into another city or town. As with any move, the tenant must be in good standing.


8. What rent will I pay with my Section 8 housing assistance?

Initially, the family will pay between 30 to 40 percent of their monthly adjusted income towards rent and utilities.
