The Pawtucket Housing Authority (PHA) administers several affordable housing programs. Select the housing program below for which you would like to apply.
Public Housing, Park Manor PBV & Park Manor LIHTC
Applications for these programs are submitted through the PHA Applicant Portal.
Housing Choice Voucher Program (Section 8)
Applications for these programs are submitted through the RIHousing Centralized Waitlist Portal.
Public Housing
The Pawtucket Housing Authority owns and manages five Public Housing developments:
- Fogarty Manor – Applicants must be age 62 or older.
- Burns Manor – Applicants must be age 62 or older.
- Kennedy Manor – Applicants must be age 62 or disabled.
- St. Germain Manor – Applicants must be age 62 or older or disabled.
- Galego Court – Housing for eligible individuals and families.
Housing Choice Voucher Program (Section 8)
The Housing Choice Voucher Program (HCVP), commonly known as Section 8, provides rental assistance to eligible households renting from private landlords.
Park Manor – Project-Based Voucher Program
The Pawtucket Housing Authority administers Project-Based Voucher (PBV) assistance at Park Manor. Project-Based Voucher assistance is tied to an eligible unit at the property.
Park Manor – Low-Income Housing Tax Credit (LIHTC)
The Pawtucket Housing Authority accepts applications for affordable housing at 40–42 Park Street through the Low-Income Housing Tax Credit (LIHTC) program.

What Happens After You Apply?
Public Housing and Park Manor
After submitting an application for Public Housing, Park Manor PBV or LIHTC, log in to the PHA Waiting List Status Portal to confirm you are on the waiting list.
If the applicant is found eligible and assistance is available, the PHA will notify the applicant. Public Housing applicants may be offered an available unit, while HCVP applicants may receive a voucher to search for an eligible rental unit. For HCVP, the selected unit must meet program requirements before assistance can begin.
Housing Choice Voucher Program (Section 8)
Applicants for the Housing Choice Voucher Program (Section 8) should use the RI Housing Centralized Wait List Portal to check or update their application and waiting-list information.
Submitting an application does not guarantee housing assistance or immediate placement. Applicants are placed on the waiting list in accordance with program requirements and PHA policies.
Waiting-list placement may be based on applicable preferences, bedroom size, program eligibility requirements, and the date and time the application was received.
Keep Your Information Current
While you are on a waiting list, it is important to keep the following information current:
- Mailing address
- Telephone number
- Email address
- Household information
Applicants are responsible for responding to requests and notices within required timeframes. Failure to respond or keep your contact information current may affect your application or waiting list status in accordance with program requirements and PHA policy.
Eligibility Review
When you reach the appropriate point on a waiting list, an eligibility review will be conducted. Depending on the program, the review may include verification of:
- Household composition
- Income and assets
- Social Security numbers and other required documentation
- Citizenship or eligible immigration status, when applicable
- Eligibility for claimed waiting-list preferences
- Prior housing and landlord information
- Eviction or other relevant housing history
- Criminal background information
Eligibility and screening determinations are made in accordance with program requirements and PHA policies.
If You Are Determined Eligible
Public Housing: Eligible applicants may be offered an available unit based on waiting-list position, bedroom size, eligibility requirements, applicable preferences, and unit availability.
Housing Choice Voucher Program (Section 8): Eligible applicants may be issued a voucher when assistance becomes available. After receiving a voucher, the household must locate an eligible rental unit. The unit and proposed tenancy must meet applicable program requirements before housing assistance can begin.
Park Manor PBV and LIHTC: Eligibility and placement are determined according to the requirements applicable to the property and program.
